Historical background

Insitutional development of agriculture is believed to be started after the establishment of Krishi Adda (Agriculture Office) in 1978 BS. Planned development of agriculture was started when the Department of Agriculture was formed after restoration of democracy in Nepal. Having realized the importance of regional level organization for effective implementation of agricultural programs, Regional Directorate of Agriculture (RAD) was established in Pokhara -5, Malepatan, Kaski in 2029 B.S. By then, under the direct supervision of Ministry of Agricultural Development and Department of Agriculture, Regional Directorate of Agriculture is performing supervision, monitoring and evaluation of agriculture extention programs being implemented by 16 district agriculture development offices of the region. Besides this, Regional Directorate of Agriculture has established strong and effective coordination with 15 resource centres of the region.


To bring about an improvement in the standard of living through a sustainable agricultural development to be achieved by transforming the current subsistence oriented

farming system into a commercial and competitive farming system.


Rational use and allocation of resources, promotion of good governance in agriculture and effective monitoring and evaluation for commercial, competitive and sustainable farming system

Regional Agricultural Strategies

  • Agricultural commercialization and diversification based on feasibility, necessity, and competitive and comparative advantages,
  • Development of pocket areas of atleast four commercial agricultural commodities, as identified by NTIS,  in each district of the region,
  • Off seasonal vegetable production, promotion of High Value Commodities along the road sides of major Highway of the region,
  • Import substitution and export promotion through mission programs of Maize, Soyabean, Fish, Oilseed, Lentil etc in Terai districts of the region,
  • Creation of employement for youth through commercial agriculture,
  • Conservation, promotion and uitlization of local and indigenous crops and promotion of youth focussed programs of agriculture,
  • Promotion of organic agriculture in the region,
  • Focus on value addition programs of high value commodities like apple and mandarin,
  • Promotion of agricultural mechanization for commercialization of agriculture,
  • Increase the access of farmers to improved technology through  strong and effective coordination with VDC to mobilize agricultural technicians,
  • Promotion of sustainable soil management practices by improved shed program, making of compost and vermicompost etc,
  • Promote climate adaptive agricultural practices in the region,
  • Integration of Medicinal and Aromatic Plants (MAPS) in agro forestry system,
  • Development and mobilization of Local resource person to address the increased demand for technical services in agriculture.

Major functions and resposibility of directorate

Major Functions

  • Make arrangement to deliver recommended techologies of research institutions of agriculture to the farmers at grassroot,
  • Develop countinuous monitoring and evaluation mechanism to achieve the maximum output of agricultural programs,
  • Rational use, coordinated management and mobilization of available resources,
  • Develop strong and effective coordination mechanism with various stakeholders of agricultural development,
  • Conduct impact evaluation study of various agricultural programs
  • Promotion good governance in agriculture


  • Facilitate district agriculture development offices to implement various directives of ministry of agriculture and department of agriculture.
  • Monitor implementation status of directives and directions of DoA, MoAD and other central level organizations,
  • Regular and timely reporting of progress reports and other reports to DoA, MoAD and other central level organizations,
  • Facilitate district agriculture development offices to performe  admisnistrative functions (Employee administration, General administration, Store etc)
  • Ensure rational use and coordinate mobilizatin of resources in the region through
  • Initiatives for timely supply of quality production inputs in the region
  • coordination in program planning at district and regional level
  • Promoting decentralization
  • Mainstreaming of various stakeholders of agriculture for effective coordination
  • providing positive feed back to policy makers at central level
